In the US, all used car dealerships must follow guidelines set up by the Federal Trade Commission. Issued by them the Used Car Rule contains trade standards and regulations that all used car dealers must follow. In short, if you sell more than 5 cars in a one year period, you must oblige.

The basic responsibility of used car dealerships is to position a buyer's sign that would be adjacent to the vehicle offered for sale that states 'Used car for sale'. It must have a prominent position on or inside the vehicle so the buyer could take a look and immediately notice and use it for the purpose of buying.

Relevant information about the car for sale is displayed on a sign placed on the car, or inside on the windshield. It contains the following data: year of manufacturing, price, model name and its identification number. Plus, any relevant info can be added there, that will help in better communication between both parties. Including dealership's contact details is obligatory.

Used car dealerships must also indicate important information in the buyer's guide in accordance with the national automobile dealers association used car guide such as the following: information that would tell if the vehicle goes with a warranty or not; the different services that the car dealer could offer (insurance, accessories, etc.); other promises that must be put into writing; the various mechanical and electrical systems; which parts of the used car should the buyer watch out for; a reminder for the buyer to look for an independent mechanic to handle inspection of the used car for sale, before he comes up with the final decision.

Used car dealers must prepare the vehicle and have it displayed, ready for potential buyers to inspect before buying it. All vehicles that had been titled earlier, but not purchased, are considered used cars for sale and this include light-duty vans, demonstrators, and program cars.

Some online used car dealers usually organize themselves as one group where a potential buyer could actually go thru the group's website. This is one way of easily finding the best used car dealerships and the most reliable cars offered for sale, in one place. By providing the specifications of the desired car like the model, color, price, and others, the desired car specifications are immediately forwarded to the different members of the used car dealer networks. The potential used car dealers that can possibly fulfill the order, is contacted and linked to the buyer. This makes communication and negotiation between the used car buyers and used car dealers easy and efficient.

One advantage of dealing with a used car (network of) dealers is the assurance that member dealers are legitimate and do have used car dealers license. Used car dealers are obliged to come up with the necessary documentation, paperwork, manufacture warranty, and other licenses. They are also expected to help any customer with related matters, like trade-ins and after-sale service information.

If a buyer wanted to negotiate with a used car dealer directly, he may do so and may even benefit from it by haggling for a lower and better price. It is best to scout for cheap used car dealers in town and directly talk to the dealer. After doing some searching, the buyer can visit the dealer and haggle with the price quote initially shown in the website or in the car yard itself. Regardless what is shown to the public (the so called official price), the buyer can still negotiate for a lower price. The dealer is also expected to provide the buyer with a copy of the used car warranty. Similarly, the car has to have a current registration, and insurance.
